This is a digitally altered photograph featuring an illustration overlaying the original scene. The lower section of the image displays a realistic cityscape with a prominent large building possibly a hotel or apartment building characterized by its many windows and ornate details. Above this structure there's another smaller building that resembles a church. The buildings are flanked by trees and bushes in various states of health.
Overlaying the lower portion is a whimsical illustration with a psychedelic and fantastical theme. It showcases a brightly colored rainbow-like background that creates an otherworldly effect. Within this colorful backdrop there's a building similar to the one in the real scene but it features a distinctly different architectural style with exaggerated angles and forms. The colors of the illustration are vibrant featuring shades of purple blue yellow green and pink that contrast sharply with the realistic tones of the cityscape below.
The image has a split composition with the top section being in color and the bottom which is gray appears to be the original photograph without any alterations. The transition between these two sections is quite abrupt leaving an uneven edge where the colors end and the grayscale begins.
