The image is a composite of two photographs vertically aligned. The architecture of the building suggests it could be an old skyscraper possibly in an urban area.
The lower photograph shows a colorful scene with a vibrant rainbow effect dominating the view. A section of the upper image is superimposed over this creating an illusion that the colors are flowing down to the foreground. The bottom part of the image appears to be a normal non-superimposed photograph of a field of tall green plants and it seems like the rainbow is interacting with the natural elements below.
